What do you do when ? UPDATE

I posted earlier about a guy that just emails and chats in the chat room. He doesn't seem to want to meet.

I was given some good advice to give him an ultimatum. Which I kinda did in an email. After that email I have stopped emailing or sending him flirts. When I see him in the chat room, I'm polite and say hello, but nothing more.

So, now he emails me and flirts with me! He still hasn't called me or asked for a meet. I am totally confused. I think he realizes that I have backed off and now he is flirting again.

Do I just go on and continue being a chat buddy? He knows that is not what I want.
What should I do now?

 Reno, first you now show as a Gold, so you can email him if you want and may want to update your profile.
Second, it sounds like this guy is all talk and no action. If he was really interested and able to meet, he likely would have set something up already. Maybe he is attached and can't actually get away to meet or make the move to cross that line to meet you. If he really wanted to connect and you have expressed interest in doing that, he is a flake. Better look elsewhere, you will wind up waiting at some bar or coffee shop for him and then he will have an "emergency" and won't show.
Not worth your investment in time if he can't pull the trigger.
