Why are people flakes when it comes to sex?

So here's my question and rant for anyone who comes across this. I would love people's honest opinions. Why is it that so many people are flakes when it comes to sex?? We'll talk to someone online, flirt, find out what each other are into, but when it comes to meeting the other person one usually flakes out?
I talk to mostly guys, a select few couples, and when ones I'm not interested in I will usually tell them so. I have an auto reply on my emails saying what I expect to receive and what I'm not interested in. If Guys don't send a picture (yes, physical attraction needs to be there people), they smoke, or do drugs, then I don't respond. Is that wrong? If I'm not attracted when I get a face pic I will say not interested.
Why is it that when I say I'm interested but can't tonight, let's get together tomorrow, I get no response. Ok, so you only want sex NOW and not tomorrow. THEN SAY THAT!!! Why is it so hard to say?
What REALLY pisses me off is that when you plan to meet on a night at a time but haven't said exactly where, the guy won't respond back. Not even saying he's not interested anymore. WHY???? Why can't people be courteous and at least tell you the truth, or even a decent lie?!?
